    Prior to 1868, Japan had maintained a policy of near-total isolation from the outside world for over two centuries under the Tokugawa regime. The arrival of Commodore Perry's American fleet in 1853 forced Japan to abandon this policy and sign the Harris Treaty, which opened Japanese ports to Western trade.
